While on the one hand we congratulate the institutions for the arrest of the suspects, after what was said to be a six-month investigation, we cannot fail to highlight the fact that until 2020, no one dealt with this case. “After the certification of the election results, Kosovo enters an important phase of institutional consolidation, where the citizens’ will expressed in the elections must be reflected in the formation of the new institutions. In this context, the fact that the Vetëvendosje Movement emerged convincingly as the leading political force with around 47% of the vote constitutes the clearest political message from citizens about the direction they want the country to take in the coming years.

First, it should be emphasized that LVV’s result is not simply an election victory, but a powerful political mandate. In parliamentary democracies, the party that wins by a large margin over its opponents has the first and strongest legitimacy to lead the government formation process. This means that every realistic scenario after the certification of the results begins with LVV and its partners trying to build a parliamentary majority,” he said.

Further on, Rexhepi underlines that among the most likely developments is the expansion of LVV’s cooperation with MPs and political entities that support reforms, the fight against corruption, and state interests.

According to him, the citizens’ vote was for the continuation of reforms, and therefore a blockage of institutions would be difficult to defend politically.

“One of the most likely scenarios is the expansion of cooperation with political entities that share similar priorities on issues of state interest, such as the fight against corruption, economic development, strengthening law and order, Euro-Atlantic integration, and the protection of Kosovo’s sovereignty. The experience of recent years has shown that there is a broad base of support for the reformist policies of the government led by LVV, which makes it reasonable to expect that MPs and partners willing to contribute to institutional stability will be found.

An important element is that citizens have voted for the continuation of reforms and not for turning back. For this reason, any political force aiming to respect the electorate’s message will find it difficult to justify blocking institutions or creating artificial political crises. On the contrary, political responsibility requires cooperation in the interest of the state and the citizens,” the analyst said.

In the end, he emphasizes that the process of electing the president will require broader political cooperation, while the regular functioning of institutions remains key to the country’s stability.

According to Rexhepi, the most natural and democratic option remains the one in which LVV, as the winner of the elections, together with its partners, manages to secure the necessary support in the Assembly to form the government, in line with the will of the citizens and in order to move reforms and integration processes forward.

“As for the election of the president, the new parliamentary composition makes it clear that this issue will require broader political dialogue and coordination. Kosovo’s Constitution provides for clear procedures and certain majorities for the election of the president, which implies that even parties that are not part of the government will have a role in guaranteeing the normal functioning of institutions. However, this should not be seen as an obstacle, but as an opportunity to build an institutional consensus around the figure who will represent the unity of the state.

From the perspective of political stability, the new parliamentary composition may create a greater culture of institutional cooperation. Although debates and political differences are a normal part of democracy, Kosovo’s strategic interests — membership in international organizations, deepening partnership with the United States and the European Union, economic development, and strengthening international subjectivity — require functional institutions and sustainable decision-making.

In the end, the most natural and democratic scenario remains the one in which the winner of the elections, the Vetëvendosje Movement together with its coalition partners, manages to secure the necessary parliamentary support to form the government. Such a solution would be in line with the will of the majority of citizens expressed in the elections and would give Kosovo the opportunity to continue reform, development, and integration processes without delay. In democracy, the most sustainable stability is built on respect for the citizens’ verdict, and the election result has made it clear that LVV and its partners enjoy the greatest trust to lead the country in the next mandate,” he concludes for the newspaper.

Përvoja e viteve të fundit ka treguar se ekziston një bazë e gjerë mbështetjeje për politikat reformuese të qeverisë së udhëhequr nga LVV, gjë që e bën të arsyeshme pritjen se do të gjenden deputetë dhe partnerë të gatshëm për të kontribuar në stabilitetin institucional.

Një element i rëndësishëm është se qytetarët kanë votuar për vazhdimësi të reformave dhe jo për kthim prapa. Për këtë arsye, çdo forcë politike që synon të respektojë mesazhin e elektoratit do ta ketë të vështirë të justifikojë bllokimin e institucioneve apo krijimin e krizave artificiale politike. “Sa i përket zgjedhjes së presidentit, përbërja e re parlamentare e bën të qartë se kjo çështje do të kërkojë dialog dhe koordinim më të gjerë politik. Kushtetuta e Kosovës parasheh procedura të qarta dhe shumica të caktuara për zgjedhjen e presidentit, gjë që nënkupton se edhe partitë që nuk janë pjesë e qeverisë do të kenë një rol në garantimin e funksionimit normal të institucioneve. Megjithatë, kjo nuk duhet parë si pengesë, por si mundësi për ndërtimin e një konsensusi institucional rreth figurës që do të përfaqësojë unitetin e shtetit.

Nga këndvështrimi i stabilitetit politik, përbërja e re parlamentare mund të krijojë një kulturë më të madhe bashkëpunimi institucional. He stressed that the Government of Kosovo has taken concrete measures to advance equality and the inclusion of the Roma, Ashkali and Egyptian communities. Employment opportunities are more accessible and more and more members of our communities are building professional careers, contributing to the country’s economy and securing well-being for their families.… But if I had to single out one success that goes beyond figures and statistics, it is the change in perceptions in our society. For decades, Roma, Ashkali and Egyptians have been seen through prejudice and negative stereotypes. Today we are living a different reality. Fewer and fewer citizens hesitate to have their children share the same classroom with Roma, Ashkali and Egyptian children, and more and more people are happy to have them as friends, neighbors or equal colleagues. Ai na ka krijuar vend për artizanët, për bizneset lokale, për gratë ndërmarrëse, për poetët, për artistët e rinj dhe për përfaqësuesit e të gjitha komuniteteve… Festivali nuk është vetëm festë, është pasqyrë e mënyrës se si Republika e Kosovës e kupton dhe e ndërton vetveten si shtet demokratik, i hapur dhe gjithëpërfshirës. Diversiteti kulturor është pjesë e identitetit tonë dhe një nga pasuritë e mëdha të Kosovës. Është pasuri që duhet ta ruajmë, ta promovojmë dhe ta përcjellim tek brezat e rinj. ”, tha Kurti.

Ai theksoi se Qeveria e Kosovës ka ndërmarrë masa konkrete për të çuar përpara barazinë dhe përfshirjen e komuniteteve rom, ashkali dhe egjiptian. Sipas tij, gjatë viteve të fundit janë ndarë rreth 2 mijë bursa për nxënësit e këtyre komuniteteve, si dhe është ofruar mbështetje financiare për qendrat mësimore.

Kurti: Të gjithë qytetarët, kanë vend të barabartë në jetën publike në Kosovë

“Republika jonë është ndërtuar mbi parimin se të gjithë qytetarët, pa dallim etnie, gjuhe, kulture, feje apo prejardhje, kanë vend të barabartë në jetën publike, shoqërore dhe institucionale. Prandaj avancimi i barazisë dhe i përfshirjes së të gjitha komuniteteve mbetet pjesë e pandashme e angazhimit tonë institucional. Kjo reflektohet në politikat dhe masat konkrete të cilat synojnë zgjerimin e mundësive në arsim, punësim, mbështetje sociale dhe pjesëmarrje në jetën publike të të gjithë qytetarëve të Republikës së Kosovës, sepse jemi shtet i cili është ndërtuar dhe beson në të drejtat e njeriut e të cilat i bëjnë bashkë universalitetin dhe barazinë. Në këtë drejtim, Qeveria e Kosovës ka ndjekur dhe vazhdon të ndjekë një qasje të qëndrueshme për avancimin e barazisë dhe gjithëpërfshirjes së komuniteteve. Kjo qasje nuk kufizohet në deklarata, por shtrihet në politika konkrete në arsim, punësim, mbështetje sociale dhe pjesëmarrje institucionale”, tha ai.

Drejtori ekzekutiv i VoRAE-së, Isak Skenderi, deklaroi se sot qasja në tregun e punës për këto komunitete është dukshëm më e madhe sesa më parë.

“Kur e nisëm këtë rrugëtim, sfidat me të cilat përballeshin komunitetet rom, ashkali dhe egjiptian ishin shumë më të mëdha. Pabarazitë në arsim ishin të theksuara. Mundësitë për punësim ishin të kufizuara. Kushtet e jetesës shpeshherë të papranueshme, ndërsa diskriminimi vazhdonte të ndikonte në jetën e përditshme të shumë familjeve. Sot, pas 15 vitesh, mund të themi me bindje se progresi është i mundur dhe se investimi në përfshirje jep rezultate konkrete. Në fushën e arsimit kemi investuar në modele që kanë ndihmuar ndjeshëm në ngushtimin e hendekut dhe pjesëmarrje dhe rezultate më të mira shkollore ndërmjet fëmijëve rom, ashkali dhe egjiptian dhe pjesës tjetër të shoqërisë. Modeli i qendrave mësimore dhe programeve të bursave për nxënësit e shkollave të mesme të larta, të cilat dikur ishin iniciativa të mbështetura nga partnerët tanë, sot janë mekanizma të institucionalizuar dhe pjesë e politikave publike të Kosovës”, u shpreh ai

Sipas Skenderit, investimet në arsim kanë ndikuar në ngushtimin e hendekut mes fëmijëve romë, ashkali dhe egjiptianë dhe pjesës tjetër të shoqërisë, ndërsa qendrat mësimore dhe skemat e bursave tashmë janë institucionalizuar si pjesë e politikave në Kosovë.

Skenderi: Mundësitë e punësimit janë më të qasshme – shumë anëtarë të komuniteteve po ndërtojnë karrierë profesionale

“Përmes ndërmjetësimit në punësim, mbështetjes teknike dhe bashkëpunimit me më shumë se 300 biznese dhe kompani ndër vite, sot kemi një realitet krejt tjetër nga ai që kishim një dekadë më parë. Mundësitë e punësimit janë më të qasshme dhe gjithnjë e gjithnjë e më shumë anëtarë të komuniteteve tona po ndërtojnë karrierë profesionale, po kontribuojnë në ekonominë e vendit dhe po sigurojnë mirëqenie për familjet e tyre.… Por nëse më duhet të veçoj një sukses që shkon përtej shifrave dhe statistikave, ai është ndryshimi i perceptimeve në shoqërinë tonë. Për dekada me radhë, romët, ashkallinjtë dhe egjiptianët janë parë përmes paragjykimeve dhe stereotipeve negative. Sot po jetojmë një realitet më ndryshe. Gjithnjë e më pak qytetarë hezitojnë që fëmijët e tyre të ndajnë të njëjtën klasë me fëmijët rom, ashkali dhe egjiptian, e gjithnjë e më shumë njerëz janë të lumtur që t’i kenë ata si miq, fqinj ose kolegë të barabartë. Dhe ky ndryshim nuk ka ardhur vetvetiu. Ai është rezultat i viteve të tëra dialogu, sensibilizimi dhe komunikimi. Është rezultat i angazhimit të shoqërisë civile, institucioneve, partnerëve tanë dhe mediave”, deklaroi ai.

Skenderi nënvizoi gjithashtu se përparim ka pasur edhe në fushën e banimit, duke bërë të ditur se mbi 500 familje kanë siguruar qasje në ujë të ngrohtë dhe kushte sanitare dinjitoze.

Festivali Multikulturor dhe Ekspozita “KRAH” do të vijojnë me aktivitete të ndryshme kulturore, artistike dhe promovuese, me synimin për të forcuar dialogun, mirëkuptimin dhe bashkëpunimin mes komuniteteve në Kosovë.
