In a statement to RFE/RL, Haziri said that LDK’s votes could come together only if the presidential candidate came from within the party and not from outside it.

“If that name is Lumir [Abdixhiku, the party chairman] or my name, then we can unify. Lumir would come first, by virtue of his official duty, because he is the chairman. After Lumir, I have the broader consensus [within LDK],” Haziri said.

He also stressed that at present there is only one main address Vetëvendosje can turn to for a possible agreement with LDK.

“Only with Lumir Abdixhiku. He is the chairman. We have not convened the Assembly [of LDK]. If the Assembly is convened or there is an act of resignation, then we have a new situation. Until then, there is only one address and there is no second address,” Haziri said.

In the June 7 elections, LDK entered the race with Vjosa Osmani as its candidate for president and Lumir Abdixhiku as its candidate for prime minister.

This political force managed to win 18 seats in the Assembly of Kosovo, but according to Haziri, in Osmani’s case, the party would not be able to secure the full support of all its lawmakers.

“It could be like last time, meaning two or three votes could split off, but in Lumir’s case or in my case, we can unify,” he explained.

Regarding these statements by Haziri and how credible such a political scenario is, what both sides would gain from such an agreement, what this says about internal relations within LDK and Osmani’s current position toward the party, as well as whether this would be a step toward a broader governing coalition or merely limited institutional cooperation, political analyst Eduard Gashi spoke to “Bota sot.”

According to him, Haziri’s latest statements signal the opening of a new phase of political pragmatism in Kosovo, while the scenario remains feasible, but with potentially existential consequences for LDK itself.

The scenario in which LDK offers its 18 votes for quorum and the election of the president is entirely real, but it carries existential risks for LDK itself.

On the one hand, LDK aims to return to the center of decision-making through a figure like Lumir Abdixhiku or Lutfi Haziri, trying to portray itself as the ‘savior of the state’ from constitutional crises. On the other hand, Albin Kurti buys absolute comfort. By securing the quorum, he eliminates the risk of snap elections and keeps the executive without giving ground on the key ministries. However, Kosovo’s political history has proven that VV uses partners only as tools to get past the next obstacle. For Kurti, every agreement is tactical, not principled. The moment LDK hands over the votes and cements Kurti in the prime minister’s office, it loses the only pressure card it has in its hands,” Gashi said.

According to the analyst, Haziri’s statement that LDK can unite around Lumir Abdixhiku or around himself also constitutes a clear signal about internal party relations and the political future of the former president.

He assesses that this clearly shows that the clashes of 2020, when Osmani left LDK, have still not been overcome.

In conclusion, Gashi says that even if an agreement on the president is reached, it should not be seen as an entry point toward a broad governing coalition.

“Governing coalition or simply an institutional transaction? If this agreement is realized, it will never be a step toward a broad and sincere governing coalition. Albin Kurti does not want to share executive power, the budget, or ministries with a partner that could obstruct him tomorrow. For VV, the ideal partner is one that sets no conditions. Therefore, this cooperation would be concluded as a limited ‘service contract’: LDK does the work in the Assembly for the President, VV governs alone. By entering such an agreement without strong guarantees, LDK risks being seen by its voters simply as a ‘crutch’ for Vetëvendosje. In the game of political chess, Kurti is known for sacrificing other people’s pieces to protect the King. If LDK believes that a signature on paper obliges VV to respect the agreement for the next five years, they are repeating the same naive mistake that cost them dearly in the past,” Gashi concluded.

“Koalicion qeverisës apo thjesht transaksion institucional?Nëse kjo marrëveshje realizohet, ajo nuk do të jetë kurrë një hap drejt një koalicioni të gjerë dhe të sinqertë qeverisës. Albin Kurti nuk dëshiron të ndajë pushtetin ekzekutiv, buxhetin apo ministritë me një partner që mund t’i bëjë obstrukcione nesër. Për VV-në, partneri ideal është ai që nuk kushtëzon. Prandaj, ky bashkëpunim do të mbyllej si një “kontratë shërbimi” e kufizuar: LDK-ja kryen punë në Kuvend për Presidentin, VV-ja qeverisë e vetme. He described the call for Lumir Abdixhiku’s resignation after the LDK’s defeats as justified, while interpreting his move closer to the LVV as an attempt to preserve his position within the party.

“The demand from LDK branches, such as those in Peja and Lipjan, for Lumir Abdixhiku to resign from the leadership of the party because of the LDK’s poor results in the last two parliamentary elections is entirely understandable and necessary. These demands naturally also come as a result of Mr. Abdixhiku’s unwillingness to reflect and to take responsibility for the LDK’s continued electoral defeats, as well as for the weakening of its role on Kosovo’s political scene.

“Instead of resigning, he is seeking salvation by moving closer to the LVV for a coalition in Albin Kurti’s new government. With this coalition, he hopes to hold the LDK hostage for his personal and clan interests,” he said.

According to Haziri, the internal crisis in the LDK is deepening, and overcoming it can happen only through Lumir Abdixhiku’s resignation and the start of a new internal electoral process within the party.

He also assessed that a coalition with the LVV would not save the LDK, but would serve only the interests of Abdixhiku and his inner circle.

“This also shows the deepening of the internal crisis in the LDK, which can be avoided only by Mr. Abdixhiku’s resignation from the party leadership and by moving into an internal electoral process. The demand for his resignation from the leadership of the LDK will also be seen in the coming days from other branches, while any other step by Abdixhiku, or any attempt by him other than resignation, will deepen the internal crisis in the LDK even further. There is even a chance that the party could be hit by another split, which would ultimately send it into history.

“As such, the LDK cannot be saved by a coalition with the LVV. It may prolong its suffering for some time, but not for very long. The only one with an interest in this coalition is Lumir Abdixhiku and his clan, which, it seems, wants to hold the LDK hostage. Sipas Hazirit, kriza e brendshme në LDK është në thellim e sipër dhe kapërcimi i saj mund të ndodhë vetëm përmes dorëheqjes së Lumir Abdixhikut dhe nisjes së një procesi të ri zgjedhor brenda partisë.

Ai vlerësoi gjithashtu se një koalicion me LVV-në nuk do ta shpëtonte LDK-në, por do t’u shërbente vetëm interesave të Abdixhikut dhe rrethit të tij.

“Kjo po ashtu tregon për thellimin e krizës së brendshme në LDK, e cila mund të evitohet vetëm me dorëheqjen e z. Abdixhiku nga drejtimi i partisë dhe me shkuarjen në një proces të brendshëm zgjedhor. Kërkesa për dorëheqjen e tij nga drejtimi i LDK-së do të shihet edhe në ditët në vazhdim nga degë të tjera, ndërsa çdo hap tjetër nga ana e Abdixhikut, apo çdo përpjekje e tij, përveç dorëheqjes, do ta thellojë edhe më tej krizën e brendshme në LDK. Madje, ekzistojnë gjasa që partia të goditet edhe nga një ndarje e re, gjë që do ta dërgonte përfundimisht në histori.

Si e tillë, LDK-në nuk e shpëton dot koalicioni me LVV-në. Ai mund t’ia zgjasë vuajtjen edhe për një kohë, por jo për shumë gjatë. Interes nga ky koalicion ka vetëm Lumir Abdixhiku dhe klani i tij, i cili, me sa shihet, po dëshiron ta mbajë peng LDK-në. His statement came in response to the positions expressed by Donika Gërvalla, acting minister of justice in Albin Kurti’s government and part of the LVV.

Speaking about internal developments in the LDK, Gërvalla said that in this party “there are several different currents.”

She added that it remains a problem for the LVV to hold talks with the LDK because, according to her, “we do not know which current you are talking to,” when it comes to a possible agreement on consolidating institutions after the June 7 elections.

“I am asking that the person who potentially sits down to negotiate with us also be the person who represents this party. We cannot sit down with five different people in the LDK. Because if the LDK wants to be a factor in the election of the president, then they must also guarantee the votes of their own parliamentary group,” Gërvalla stressed.

On the other hand, Haziri said that so far the LDK “has not received any invitation from the LVV” for talks on a possible agreement.

According to him, if such an invitation is sent to the party, it will be handled by the LDK’s bodies and the decision will be made within the party, depending on the offer that comes from the LVV.

The June 7 snap elections were held after the previous legislature failed to elect a new president within the constitutional deadline, following the end of Vjosa Osmani’s five-year mandate in April.

The LVV has said it is ready to discuss the formation of new institutions after the June 7 election result is certified.

The Constitution stipulates that at least 61 votes from deputies are needed to constitute the Assembly and elect the Government.

As the winner of the elections, Albin Kurti’s LVV is expected to secure 53 mandates in the 120-seat Assembly and, together with the non-Serb minorities, may reach the numbers needed for the Assembly and the Government.

Haziri u shpreh po ashtu se aktualisht ekziston vetëm një adresë zyrtare te LDK-ja për çdo komunikim të mundshëm nga Lëvizja Vetëvendosje lidhur me një marrëveshje eventuale.

“Vetëm me Lumir Abdixhikun. Ai është kryetar. Ne nuk kemi mbledhur Kuvendin [e LDK-së]. Nëse mblidhet Kuvendi ose ka akt të dorëheqjes, atëherë kemi situatë të re. Deri atëherë është vetëm një adresë dhe nuk ka adresë të dytë”, tha Haziri.

Kjo deklaratë e tij erdhi si reagim ndaj qëndrimeve të Donika Gërvallës, ministre në detyrë e Drejtësisë në Qeverinë e Albin Kurtit dhe pjesë e LVV-së.

Duke folur për zhvillimet e brendshme në LDK, Gërvalla tha se në këtë parti “janë disa rryma të ndryshme”.

Ajo shtoi se për LVV-në mbetet problem të zhvillojë bisedime me LDK-në, pasi, sipas saj, “nuk e dimë me cilën rrymë je duke folur”, kur bëhet fjalë për një marrëveshje të mundshme për konsolidimin e institucioneve pas zgjedhjeve të 7 qershorit.

“Unë po kërkoj që ai që potencialisht ulet për të negociuar me ne, të jetë edhe personi që e përfaqëson këtë parti. Ne nuk mund të ulemi me pesë veta të ndryshëm në LDK. Sepse nëse LDK-ja dëshiron të jetë faktor në zgjedhjen e presidentit, atëherë ata duhet të garantojnë edhe votat e grupit të vetë parlamentar”, theksoi Gërvalla.

Nga ana tjetër, Haziri tha se deri tani LDK-ja “nuk ka ardhur nga LVV-ja ndonjë ftesë” për bisedime rreth një marrëveshjeje të mundshme.

Sipas tij, nëse një ftesë e tillë i dërgohet partisë, ajo do të trajtohet nga organet e LDK-së dhe vendimi do të merret brenda partisë, në varësi të ofertës që do të vijë nga LVV-ja.

Zgjedhjet e parakohshme të 7 qershorit u mbajtën pasi legjislatura e kaluar nuk arriti të zgjidhte një president të ri brenda afatit kushtetues, pas përfundimit të mandatit pesëvjeçar të Vjosa Osmanit në prill.

Nga LVV-ja është thënë se janë të gatshëm të diskutojnë për formimin e institucioneve të reja pasi të certifikohet rezultati i zgjedhjeve të 7 qershorit.

Kushtetuta parasheh që për konstituimin e Kuvendit dhe zgjedhjen e Qeverisë nevojiten të paktën 61 vota deputetësh.

Dear supporters, voters and LDK structures,

Today, the LDK needs deep reflection and not accusations, unity and not division, prudence, restraint and wisdom, not futile clashes.

At a time when Kosovo has for years been suffering from political crisis, social polarization, institutional stagnation and the lack of a clear development perspective, the LDK cannot allow itself to deal with internal divisions or personal battles. On the contrary, it has an obligation to its history, its membership and its citizens to be united, responsible and ready to provide solutions.

For years, Kosovo has been facing this political “plague” that has weakened institutions, eroded citizens’ trust and slowed the country’s development. In such circumstances, every bit of energy should be directed toward strengthening the LDK and its role in service of the state, not toward deepening differences among us.

The analysis must be honest, collective and grounded in responsibility, drawing lessons and making clear decisions in order to move forward. This is not a time for personal ego, but for a shared vision. It is not a time for division, but for unity around the values that have made the LDK a pillar of state-building and democracy in Kosovo.

The LDK will continue to preserve and defend its original values. It will remain the voice of reason, dialogue, the state and the national interest. Because Kosovo needs a strong, united and wise LDK that places the interests of the citizens and the Republic above every individual interest.

Today more than ever, unity is not only a political necessity; it is a national responsibility. Only united can we help Kosovo emerge from this difficult situation and restore to it the hope, trust and direction it deserves.

LDK is not a coincidence.

Ai ka vlerësuar se Kosova prej vitesh po kalon nëpër krizë politike, polarizim shoqëror dhe stagnim institucional, prandaj sipas tij fokusi duhet të jetë te fuqizimi i LDK-së dhe te ofrimi i zgjidhjeve konkrete për qytetarët.

Hadërgjonaj ka nënvizuar se situata kërkon një analizë të sinqertë dhe të përbashkët, ndërsa ka theksuar se “sot më shumë se kurrë, uniteti nuk është vetëm nevojë politike, por përgjegjësi kombëtare”.

Në fund të reagimit të tij, ai është shprehur: “LDK nuk është rastësi. LDK është histori. LDK është përgjegjësi. LDK është dashni”.

Të dashur simpazantë, votues dhe struktura të LDK-së,

Sot, LDK-ja ka nevojë për reflektim të thellë dhe jo për akuza, për bashkim dhe jo për përçarje, për urtësi, maturi dhe mençuri, jo për përplasje të kota.

Në kohën kur Kosova prej vitesh po vuan nga kriza politike, polarizimi shoqëror, stagnimi institucional dhe mungesa e një perspektive të qartë zhvillimore, LDK-ja nuk mund t’ia lejojë vetes të merret me ndarje të brendshme apo me beteja personale. Përkundrazi, ajo ka detyrim ndaj historisë së saj, ndaj anëtarësisë dhe ndaj qytetarëve që të jetë e bashkuar, e përgjegjshme dhe e gatshme të japë zgjidhje.

Prej vitesh, Kosova po përballet me këtë “mortajë” politike që ka dobësuar institucionet, ka zbehur besimin e qytetarëve dhe ka ngadalësuar zhvillimin e vendit. Në rrethana të tilla, çdo energji duhet të drejtohet kah forcimi i LDK-së dhe rolit të saj në shërbim të shtetit, e jo kah thellimi i dallimeve mes nesh.

Analiza duhet të jetë e sinqertë, kolektive dhe e mbështetur në përgjegjësi, duke nxjerrë mësime dhe duke marrë vendime të qarta për të ecur përpara. Kjo nuk është kohë për ego personale, por për vizion të përbashkët. Nuk është kohë për ndarje, por për bashkim rreth vlerave që e kanë bërë LDK-në shtyllë të shtetformimit dhe demokracisë në Kosovë.

LDK-ja do të vazhdojë t’i ruajë dhe t’i mbrojë vlerat e saj burimore. Ajo do të mbetet zëri i arsyes, i dialogut, i shtetit dhe i interesit kombëtar. Sepse Kosova ka nevojë për një LDK të fortë, të bashkuar dhe të mençur, që mbi çdo interes individual vendos interesin e qytetarëve dhe të Republikës.

Sot më shumë se kurrë, uniteti nuk është vetëm nevojë politike; është përgjegjësi kombëtare. Vetëm të bashkuar mund ta ndihmojmë Kosovën të dalë nga kjo gjendje e rëndë dhe t’ia rikthejmë shpresën, besimin dhe drejtimin që meriton.

LDK nuk është rastësi.

LDK është histori.

LDK është përgjegjësi.

If Përparim Rama is proposed for chairman of the LDK, then we are dealing with a phenomenon that deserves to enter the books of world politics.

In the election for chairman, all LDK members will have the right to vote, except the candidate for chairman himself, because he is still not a member of the party he aims to lead.

I hope that, after being elected chairman, his first task will be to fill out the LDK membership form.

But the question that arises is: what does the LDK need a character like Rama for?

Does it not have its own professors, its own intellectuals, its veteran politicians and the new generation of politicians who have carried the burden of the party for years?

If a party with the history, tradition and structure of the LDK cannot find its chairman from within, then the problem is not with the candidate, but with the party itself.

This only confirms what I said during the campaign: the LDK is no longer being led by its members, but is being rented out. Now, it is not even being required that the tenant be part of the house; it is enough that he likes the key.

And in the end, only one question remains: is the LDK choosing a chairman to strengthen itself, or is it preparing to officially become the PDK’s crutch, now even on paper?

Nëse Përparim Rama propozohet për kryetar të LDK-së, atëherë kemi të bëjmë me një fenomen që meriton të hyjë në librat e politikës botërore.

Në zgjedhjet për kryetar, të gjithë anëtarët e LDK-së do të kenë të drejtë vote, përveç vetë kandidatit për kryetar, sepse ende nuk është anëtar i partisë që synon ta udhëheqë.

Shpresoj që, pasi të zgjidhet kryetar, puna e tij e parë të jetë plotësimi i formularit të anëtarësimit në LDK.

Por pyetja që shtrohet është: për çka i duhet LDK-së një personazh si Rama?

A nuk i ka vet profesorët e saj, intelektualët e saj, politikanët veteranë dhe brezin e ri të politikanëve që për vite me radhë kanë mbajtur barrën e partisë?

Nëse një parti me historinë, traditën dhe strukturën e LDK-së nuk arrin ta gjejë kryetarin brenda vetes, atëherë problemi nuk është te kandidati, por te vetë partia.

Kjo vetëm sa e konfirmon atë që e kam thënë gjatë fushatës: LDK-ja nuk po drejtohet më nga anëtarët e saj, por po jepet me qira. Tashmë nuk po kërkohet as që qiramarrësi të jetë pjesë e shtëpisë; mjafton t’i pëlqejë çelësi.

E në fund, mbetet vetëm një pyetje: a po zgjedh LDK-ja një kryetar për ta forcuar veten, apo po përgatitet të bëhet zyrtarisht patericë e PDK-së, tashmë edhe me letra?
