During the formal signing ceremony, Aliu said that joining EU4Health marks an important moment for the European alignment of Macedonia’s healthcare system, as well as proof that the reforms being implemented in the country are moving in line with EU standards and priorities.

“By signing this agreement, our country becomes part of European efforts to strengthen healthcare systems, advance public health, digitalize health services, improve preparedness for health crises, and ensure higher-quality healthcare for citizens. This is not just membership in a European program, but an investment in better health services, stronger institutions, and better conditions for patients and healthcare workers. With EU4Health, our reforms gain additional European support, expertise, and partnerships,” Minister Aliu said in his remarks.

According to him, today’s signing sends an important message: North Macedonia is not content merely to declare its European orientation, but is turning it into concrete policies and tangible opportunities for citizens.

Participation in this program will give Macedonian health institutions and experts the opportunity to take part in European networks, joint projects, and initiatives focused on improving healthcare policies and services.

In his opening remarks, First Deputy Prime Minister and Minister for European Affairs Bekim Sali said that the WBIF continues to be one of the most important mechanisms for supporting economic development, strengthening regional connectivity, and advancing the country’s European integration.

According to Sali, the work of institutions does not end with securing financial resources, as the real indicator of success remains the implementation of projects. “Our responsibility does not end with securing financing. The true measure of success is implementation. Every completed project means more opportunities for citizens, a more competitive economy, and a higher standard of living,” Minister Sali stressed.

He also pointed out that monitoring should be treated as a strategic governance tool, one that helps identify challenges at an early stage, enables more effective inter-institutional coordination, and supports results-oriented decision-making.

The meeting also addressed the main obstacles that arise during the implementation of infrastructure projects, including the capacities of implementing units, procurement procedures, changes in the scope of projects, coordination between institutions, as well as administrative procedures for permits and approvals.

Sali also underlined that the Reform Agenda and the Reform and Growth Instrument have established a more strategic approach to investment planning, while in the coming period the emphasis should be placed on increasing efficiency in implementation and guaranteeing concrete results for citizens.

Participants confirmed their shared commitment to strengthening monitoring mechanisms, building institutional capacities, and accelerating the implementation of strategic projects that affect economic development and bring the country closer to the European Union.

The WBIF Monitoring Mission will continue over the next two days with thematic meetings in the transport, energy, and environment sectors, as well as with a field visit to the Skopje Wastewater Treatment Plant project.

In a public post, he strongly pushed back against the irony and contempt aimed at Albanians in North Macedonia, highlighting their role and sacrifices in the Albanian national cause.

“For the past two or three days, Edi Rama’s Kosovar ‘analysts’ have been mocking and belittling Albanians in North Macedonia simply because they are protesting in Tirana. He underlines that Albanians in North Macedonia also gave concrete support to the 3 percent fund of historic president Ibrahim Rugova, as well as to the funds of the Kosovo Liberation Army, stressing that their weight in national processes is undeniable.

Behluli also touches on the national symbolism in Skopje, mentioning the presence of the statues of Skanderbeg and Hasan Prishtina. He also recalls that the well-known writer Ismail Kadare had praised the installation of the monument to the national hero in the capital of North Macedonia.

In his reaction, the journalist levels harsh accusations at those who, according to him, attack Albanians in North Macedonia, claiming that they have no understanding either of their history or of their reality.

“Edi Rama’s paid servants know neither the history nor the current reality of Albanians in Macedonia. These servants are a combination of ignorance and vileness. That is why they do not hesitate to insult Albanians solely for Edi Rama’s interests,” he wrote.

He spoke about the consequences such a step by official Sofia could bring if the aim were to artificially increase the number of Bulgarians in the country. According to the latest official census, that number stands at only 3,500 people.

At the same time, unofficial data suggests that between 120,000 and 200,000 citizens of North Macedonia hold Bulgarian passports.

According to Spasov, in theoretical terms Bulgaria can put forward such a request, but that does not mean it would be implemented automatically.

“Bulgaria may request it, but Macedonia may refuse. Citizens cannot independently decide on their citizenship. States decide on matters related to the acquisition or loss of citizenship in accordance with their laws,” Spasov explains.

This means that even in the event of a possible request from the Bulgarian side, a citizen of North Macedonia would not automatically lose their native citizenship, since the procedures and decision-making on this issue depend on the states and the relevant legislation.

The professor also addresses the obligations arising from Bulgarian citizenship, stressing that holding a Bulgarian passport brings not only benefits, but also the same responsibilities as those of any other Bulgarian citizen.

“Every person who has Bulgarian citizenship has the same rights, but also the same obligations as other Bulgarian citizens.”

As an illustration, Spasov mentions that if Bulgaria decides in the future to reinstate compulsory military service, then this obligation would also apply to citizens from North Macedonia who hold Bulgarian passports. He also adds that these individuals are subject to Bulgarian laws in matters related to hate speech, insult, or other criminal offenses, if there is a legal basis and jurisdiction on Sofia’s part.

In essence, Professor Spasov’s message remains unchanged: even if Bulgaria exerts such pressure, “Bulgaria may request it, but Macedonia has the right to refuse,” writes Zhurnal.mk.

Speaking to journalists at today’s meeting, Gashi said that the talks will focus on parliamentary cooperation, underlining that it has not been intensive so far. Regarding the constitutional changes, he said he will reiterate the positions that have already been made public, which, according to him, represent both the state position and his personal conviction.

“We need to talk, we need to move forward, to find a way to be together in the EU. I think the future should unite us, not the past, so I am going with a positive mindset and I want to take part in improving relations between our two countries and our two parliaments,” Gashi said.

Speaking about relations between the two assemblies, he stressed that the political situation in Bulgaria and the frequent elections there have so far made it impossible to establish proper and direct communication with the Bulgarian parliament.

“Now we are trying to establish good communication with the new composition after the parliamentary elections there,” Gashi said.

Two MPs are already present at the meeting being held in Sofia, while Gashi will join them tomorrow.
